Dalian ，The Outsourcing Center for Information Technology
Over the last decade, the Software and IT service industry
has developed greatly worldwide, and increasingly, the software
and IT service industry have played a more prominent role
in the world economy. The transfer and outsourcing of businesses
from developed countries transferring and exploiting cost
differences under the premise of maintaining high quality
has been one formidable phenomenon. This trend of cost transfer
is expected to continue for the next one or two decades
and today several software and IT service outsourcing centers
have come into force including the two major outsourcing
centers, India and Ireland. China is now claimed to be the
emerging new IT service outsourcing center with unique advantage.

After years of development,
several major Chinese cities including Dalian, Shenzhen,
Shanghai, and Beijing have become regional outsourcing centers.
Dalian is special in that it features the advantages of
rich human resources, linguistic capabilities of Japanese,
Korean and English, comparatively lower costs in personnel
and property, in addition to preferential governmental policies
for the IT industry and the immense industrial group of
enterprises outsourcing business to the north Asia region
such as Japan.
The software and information service industry has been set
as the industrial pillar for the future development of Dalian.
It is expected that software exports will reach 3.5 billion
US dollars with output value for the software and information
service industry at between 80 to 100 billion RMB accounting
for one sixth of the local GDP. |
