The Second
Phase of Dalian Software Park,Green Silicon Valley of China
Achieved with the rapid development of the Dalian Software
Industry with the First Phase Project of Dalian Software Park
set as the starting point, the Dalian municipal government
began core construction of the Dalian Software and Information
Service Industrial Belt along southern coast of Dalian in
order to facilitate further growth and development of the
software industry. The Second Phase Project of Dalian Software
Park now takes prominence as the key project for this development.
The "Dalian Software Industry Belt" runs along South
Lushun Road in a 33 kilometer (20.5 mile) crescent connecting
Hekou village in Ganjingzi District in the east with Huangnichuan
in Lushunkou District in the west encompassing a total land
area of 8.6 square kilometers ( 3.32 square miles) and a total
construction area of 4 million square meters (4.78 million
square yards) with an investment in excess of 15 billion Chinese
Yuan. With CIECC (China International Engineering Consulting
Corporation) entrusted with full authority, a record investment
in Dalian Planning and Design was recorded on September 18th
2003, with Dalian Software Park contributing in excess of
ten million Chinese Yuan and six international world top-class
designing firms including Gensler of US were invited to take
part in the conceptual design and to bid for the design of
the Second Phase Project of DLSP in the South Lushun Road
Industry Belt.
This second phase project, based on the principles of "Specialization,
Scale, and Internationalization", is to form an industrial
arrangement enclosing a Software Development Zone, a Research
& Development Zone, an Information Service Zone, an Education
& Training Zone, and a Corporate Campus Zone. Additionally,
a Public Services zone, a Communication Technology zone, an
area for commercial exhibition, luxurious residential areas,
and Residence zones as well as coastal seashore parks are
to be constructed.
It is estimated that in 2012 Dalian's software and the information
service industry total output value will achieve 80-100 billion
RMB, which is about 1/6 of Dalian's GDP.
